MOSSLEY TOWN COUNCIL 23rd January 2008 Commenced: 7.30pm Terminated 8.50pm Present: Councillors Anderson, Aylett, Brooks [in the Chair], Carter, Cauldwell, Dossett, Jones and Leeson. Apologies for absence received from Councillor Milne. Reference was made to the recent death of the mother of Councillor Milne and it was agreed that the Clerk be requested to send a card of condolence to Councillor Milne and her family. 650. Minutes RESOLVED: That the minutes of the meeting of the Council held on 12th December 2007, copies of which had been circulated to all members of the Council, be approved as a correct record. . 651. Invoices for Payment The Clerk circulated a list of the invoices that had fallen due for payment since 12th December 2007, a copy of which is appended to these minutes. RESOLVED: That these payments be approved. 652. Planning Applications The Council considered nine applications for planning permission which had been received from Tameside MBC for consultation six of which had been circulated to all members of the Council and three which were submitted to this meeting. The Clerk reported also that Tameside MBC had granted planning permission for the erection of 17 dwellings on the site of Prospect House, Stockport Road, Mossley which was an application to which this Council had objected. RESOLVED: [1] That this Council is of the view that the application for the erection of one detached dwelling on land adjacent to 1Barngate Drive Mossley should be refused on the grounds that this plot of land is not large enough to support a dwelling, that the proposed dwelling will contravene the building line on Barngate Drive, and would constitute a danger to pedestrians and vehicles being situated on the corner of the junction of Barngate Drive and Andrew Street. [2]: That the remaining applications be noted. 653. Budget 2008/2009. The Clerk referred to his report on the draft budget for 2008/2009 which had been circulated to members at the last meeting, to enable them to have detailed information on the Councils financial position, prior to determining at this meeting the level of precept for the next financial year. He also referred to the continuing uncertainty on the likely cost of the parish elections in 2007 as no information on the cost to the Council was available from Tameside MBC. RESOLVED: That in respect of the financial year 2008/2009 the precept for services provided by Mossley Town Council be increased to £23000 and the Clerk be requested to adjust the draft budget in line with this decision and when further information becomes available towards the end of the current financial year. 654 Parish Plan The Clerk reported that he had met the Town Manager Mike Round to discuss the action points in the Parish Plan and they had agreed a way forward in addressing certain of the action points in the plan on the basis of what was possible to follow up in the short to medium term. These matters were as follows: [1] Annual contribution by the District Assembly towards the cost of the Christmas Lights. [2] Future management of the George Lawton Hall. [3] Future of Mossley Library [4] Improvements of allotment provision in Mossley [5]Traffic management measures in bottom Mossley from the railway station to Egmont Street It was intended that a further meeting would be held in 6 weeks to review progress. RESOLVED: That the report be noted 655. Salary of the Clerk The Clerk reported upon a national pay award made to Parish Council Clerks with effect from 1st April 2007. RESOLVED: That this pay award be implemented in respect of the Clerk of this Council. Chair.
