Apologies for absence received from Councillor Jones. 611. Minutes RESOLVED: That the minutes of the meeting of the Council held on 19th June 2007, copies of which had been circulated to all members of the Council, be approved as a correct record. 612. Invoices for Payment The Clerk circulated a list of the invoices that had fallen due for payment since 19th June 2007, a copy of which is appended to these minutes. RESOLVED: That these payments be approved. 613. Planning Applications The Council considered three applications for planning permission which had been received from Tameside MBC for consultation and which had been circulated to all members of the Council. In connection with the application involving Chellow Dean House a large number of local residents attended the meeting to protest against this proposal. RESOLVED:[1] That in respect of the application to demolish Chellow Dean House Waterton Lane and to build 7 detached dwellings and one bungalow on the site the Town Council is strongly opposed to this application as are local residents; the development represents gross over development of the site and will cause danger to traffic and pedestrians with the access point on to Chellow Dean being so close to the junction with Waterton Lane: the mix of dwellings proposed will generate the possibility of many more cars emerging on to this quiet cul de sac at peak times and should be rejected; the quiet environment of Chellow Dean will be destroyed by the proposed development to the detriment of existing residents. [2]That this type of speculative unnecessary development is exactly the kind of house building which the residents of Mossley wish to see stopped as expressed in their responses to the Council in connection with consultations on the preparation of the parish plan which will be published in September; there is also a matter of principle for the local community where a perfectly sound good quality residential dwelling is demolished to make way for a high number of smaller houses on its site which will add nothing to the local environment and substantially increase traffic on this quiet road. [3]That the remaining applications be noted. 614. Parish Plan The Council considered the final draft of the parish plan. RESOLVED: [1That the final draft of the parish plan for Mossley be approved. [2] That the plan be submitted to Community Futures the financial sponsor of the plan, for comment, with a view to the plan being launched in early September 2007 and leaflets setting out the results of the consultations with local residents and subsequent action plans which are being proposed being sent simultaneously to residents of Mossley for information. [3] That the Chair, Councillor Leeson and the Clerk be delegated with authority to agree a price for the necessary printing work associated with the decision in [2] above within the budget already approved by the Council. 615 Budget 2007/2008 RESOLVED: That the budget for 2007/2008 now submitted by the Clerk be approved subject to review when the costs of the parish elections in May 2007 are received from Tameside MBC. Tameside MBC Standards Committee Councillor Leeson stated that he intended to resign as the Councils representative on the Standards Committee due to pressure of work and personal reasons. RESOLVED: That Councillor Mel Anderson be nominated to Tameside MBC as this Councils representative on the Standards Committee. Chair.
