Minutes RESOLVED: That the minutes of the Annual meeting of the Council held on 14th May 2008, copies of which had been circulated to all members of the Council, be approved as a correct record. . 676.Invoices for Payment The Clerk circulated a list of the invoices that had fallen due for payment since the meeting on 16th April 2008, a copy of which is appended to these minutes. RESOLVED: That these payments be approved. 677.Planning Applications The Council considered ten applications for planning permission which had been received from Tameside MBC for consultation all of which had been circulated to all members of the Council. The Clerk reported that the application for the erection of a single dwelling on land adjacent to 2 Quarry Close Mossley to which this Council had objected had been approved by Tameside MBC. RESOLVED: That in relation to the application for the change of use of a vacant shop[class 1] to hot food take away[class5] and the erection of a flue at 50 Manchester Road Mossley the Council is of the view that this application should be refused on the grounds that there are already sufficient trades of this nature represented on Manchester Road and this application will lead to a proliferation of such use. [1] That the remaining applications be noted. [Councillor Leeson declared an interest in the application for the change of use from retail shop [class A] to coffee shop/café[class1] at 9-11 Stamford Street Mossley and took no part in the discussion or voting thereon. 678.Accounts 2007/2008 The Clerk and Responsible Financial Officer submitted for approval of the Council prior to the annual audit, an income and expenditure account, a balance sheet and the annual return in respect of the Councils accounts for the period 1st April 2007 to 31st March 2008.He also submitted an annual governance statement to be agreed by the Council as required by the auditors. Copies of these documents were circulated to every member of the Council. The Clerk reported that the Councils internal auditor Mr D Holland had carried out an internal audit of the accounts for 2007/2008 over the course of the year and had confirmed that the financial records conformed to all the requirements of the annual return. RESOLVED:[1] That the accounts now submitted be approved and submitted to the external auditors. [2] That the Clerk and Responsible Financial Officer and Chair of the meeting be authorised to sign the governance statement in accordance with the accounts now submitted and approved and to forward this to the external auditors, as part of the audit for 2007/2008. [3] That Mr D Holland be paid the fee of £175 for his work as internal auditor for 2007/2008. 679.Mossley Festival Association. The Clerk reported that an application had been made on behalf of the Mossley Festival Association for financial assistance towards the cost of the Festival in July 2008. RESOLVED: That a grant of £500 be made to the Mossley Festival Association and that this expenditure be regarded as a payment made under the provisions of Section 137 of the Local Government Act 1972. 680 Parish Plan The Council received an update from Councillors Brooks and Leeson on progress on the action points from the parish plan including the successful formation of a business association for Mossley and action proposed in conjunction with local primary schools to raise awareness in the children’s knowledge of the history and development of Mossley 681 Traffic and Car Parking in Mossley. The Council had a wide ranging discussion on these issues including the need to ensure that car parking in Mossley remained free of charge, the need for more free parking, the need for existing parking conditions to be enforced and problems with high speed traffic on Lees Road. RESOLVED: That the Clerk be requested to reply to the resident on Lees Road regarding the issues raised about the need for the speed of vehicles travelling along Lees Road to be curbed. 682.Parish Meeting The Clerk reported that in the absence of the attendance of any parishioners at the Parish Meeting there were not any items to report. 683.Meeting with Borough Solicitor The Clerk reported that the Borough Solicitor and Monitoring Officer would attend the next meeting to talk to the Council on matters associated with the operation of the Standards Committee.
