MOSSLEY TOWN COUNCIL 6th March 2008 Commenced: 7.30pm Terminated 8.25pm Present: Councillors Anderson, Aylett, Brooks, Cauldwell, Dossett, Jones, Leeson and Milne [in the Chair] Apologies for absence received from Councillor Carter. Reference was made to the recent death of the mother of Councillor Carter and it was agreed that the Clerk be requested to send a card of condolence to Councillor Carter and her family. 656. Minutes RESOLVED: That the minutes of the meeting of the Council held on 23rd January 2008, copies of which had been circulated to all members of the Council, be approved as a correct record. . 657. Invoices for Payment The Clerk circulated a list of the invoices that had fallen due for payment since 23rd January 2008, a copy of which is appended to these minutes. RESOLVED: That these payments be approved. 658. Planning Applications The Council considered nine applications for planning permission which had been received from Tameside MBC for consultation seven of which had been circulated to all members of the Council and two which were submitted to this meeting. The Clerk reported also that Tameside MBC had refused planning permission for the erection of 14 dwellings on a field near Beechwood, Quickedge Road, Mossley which was an application to which this Council had objected. RESOLVED: That this Council is of the view that the application for the erection of a dwelling adjacent to 2 Carrhill Quarry Close Mossley should be refused on the grounds that the proposed access on to Carrhill Road is unsuitable to support any further residential development: the sitelines for vehicles exiting from Carrhill Quarry Close on to Carrhill Road are currently inadequate, further vehicular traffic originating from the proposed development would add to what is already a dangerous junction: the wall to the rear of properties on Carrhill Road is unstable and heavy contractors plant serving the proposed development along the unmade road could cause it to collapse: there is an existing right of way across the development site which serves the allotments which would be extinguished if this development was approved. [Councillor Leeson declared an interest in this application and took no part in the decision reached by the Council.] 659. Christmas Lights The Clerk reported that the final cost of the Christmas lights for 2007 was £4184.71 and that the District Assembly had contributed £1000 which meant the net bill to the Council was £3184.71. RESOLVED: That the contribution from the District Assembly be noted with thanks and the Clerk be authorised to pay the net amount to Tameside MBC. 660 Newsletter Cost of Printing. The Clerk reported that 3 quotations had been received for the cost of printing the next newsletter and that the lowest price had been submitted from Collins and Darwell of Leigh in the sum of £145 plus VAT and this had been accepted for a print in black and white. RESOLVED: That the report be approved and that the thanks of the Council be extended to Eberle for the assistance given by that firm, free of charge, in the production of the newsletter. 661Parish Plan The Clerk reported upon discussions which he and Councillor Leeson had held with Mark Chappelhow at Community Futures to finalise the account for the production of the Parish plan and to decide how the remaining sum of £827 would be spent in 2008/2009 on action points arising from the plan.
