Background
Councillors have discussed how we can progress the delivery of support for the people of Mossley with the limited resources we have at our disposal.
The role of the Council is to be able to deploy those resources effectively and in a timely manner. We seek;
- value for money from the precept on behalf of Mossley residents
- more opportunities to enhance our resources
- ways to deliver support for people in innovative ways and to encourage confidence and skills in the community
- to increasingly improve communications about what the Council is about and to support the community in its communication
In doing this we are strengthening that community and providing opportunities that it may not otherwise have. These main aims cover the following areas:
The Council’s Activity Areas
The three activities are;
1. Communications
Objective: Mossley Town Council will support individuals and groups by providing an “information hub” so that news and events, concerns and ideas can be expressed and responded to by others.
Means: It will do this by providing a website that will fulfil the needs and arrange for those not to have web access to have information by newsletters, leaflets and posters as appropriate to their needs. The Council will develop other means as appropriate to the circumstances and the needs of the community, resources permitting.
Outcome: This will add value to the community’s current activities and it is expected will prompt new ideas and activities.
2. Grant Support
Objective: The Council will make grants to community groups and organisations to help them develop and deliver their ideas and projects.
Means: It will do this by providing an open and simple application process, widely promoted around the town and through the website. Grants too large for the main fund will be considered separately as a Council project.
Outcome: It “adds value” to activities, helps more people benefit from the precept and promote community activism.
3. Environment, Heritage and Community
a) Environment
Objective: Instil a pride in the local environment by supporting community activities that retain and improve Mossley’s unique environment.
Means: The Council encourages residents groups to come forward to clean up areas of unsightly or fly tipped land and will assist with the means to remove debris and provide equipment as appropriate. Clean up days (usually Saturday mornings) can then be planned and can be made into a great community effort. In some cases the Council is prepared to make a financial contribution to replanting or other features to enhance the site, to discourage further abuse and to instil pride.
b) Heritage
Objective: Gain recognition of the rich heritage of the town to the community and steps to project that positive message within and without the Town wherever we can.
Means: Support practically, and in principle ideas and projects, that helps enhance or safeguard the heritage and culture of the area. This may be applied to activities and events, performance, education and practical physical works.
c) Community
Objective: Assist, wherever we can, in the positive development of the community, its assets, facilities and institutions and support such initiatives that clearly will benefit the community as a whole.
Means: Work with local residents, groups, churches and Tameside Council to fund, promote and support local events and facilities.
Overall Outcome: It will improve Mossley as a place in which to live and work and encourage pride of place in the community
Proposed projects budget
Based on approximately £4,000:
- £600 for website development, printed communications, editorial management and publicity to get out the message
- £1,700 for grant assistance
- £1,700 for environment, heritage and community
